    Hon’ble Lieutenant Governor, UT Ladakh, Launches Ladakh Domicile Certificate Issuance Portal.

    Leh-Ladakh, December 29, 2025: The Administration of UT Ladakh marked a significant advancement in its digital governance efforts with the Hon’ble Lieutenant Governor, UT of Ladakh, Shri Kavinder Gupta, formally launching the Online Domicile Certificate Issuance Portal (https://domicile.ladakh.gov.in) on 29th December 2025. The new digital service, developed by NIC Ladakh, aims to provide citizens with a fast, transparent and hassle-free mechanism to apply for and obtain domicile certificates without the need for physical visits to government offices.
    After the formation of Ladakh as a separate Union Territory in 2019, the Ministry of Home Affairs has notified the Ladakh Civil Services Decentralization and Recruitment Grant of Domicile Certificate (Procedure) Rules, 2025, through an official Gazette dated June 3, 2025. These rules provide a comprehensive procedure for issuing Domicile Certificates to residents of the Union Territory of Ladakh. The certificate is mandatory for appointments to government posts under the UT Ladakh Administration.
    In alignment with these requirements, the Administration of UT Ladakh entrusted NIC Ladakh with the development of a dedicated online portal for issuing domicile certificates, aimed at creating a robust, role-based system that ensures smooth and efficient processing of applications. The portal incorporates one-time registration for applicants, structured workflows for administrative users and features such as query-back for incomplete applications, comprehensive action logs at every processing stage, Aadhaar-based e-signing of certificates,and secure downloading of the digitally signed certificate from the applicant’s dashboard.
    The event commenced with the National Anthem in the presence of the Hon’ble Lieutenant Governor, Chief Secretary and Administrative Secretaries, Deputy Commissioners, along with officers from various departments of the UT Administration and NIC Ladakh.
    The Hon’ble LG stated that the initiative reflects the Government’s commitment to empowering citizens through technology and improving efficiency, transparency in public service delivery. He further stated that the initiative will simplify procedures, reduce delays and eliminate unnecessary visits to government offices, and will be particularly beneficial for Ladakh, given its challenging geographical conditions.
    Additional Secretary, GAD, Shri Rigzin Spalgon, briefed the gathering about the Domicile Certificate Issuance Portal, emphasizing how it streamlines the entire application process and ensures faster service delivery. He highlighted that the plaform enhances transparency, reduces manual interventions and is accessible to all citizens.
    He acknowledged the guidance provided by Shri Sunil Kaul, SIO, NIC Ladakh and Shri Punchok Paldan, ASIO, NIC Ladakh and praised the dedication of development team lead by Ms. Stanzein Sedol, Scientist-B), NIC Ladakh for timely delivery of the domicile portal.
    The event concluded with a formal vote of thanks, expressing gratitude to all dignitaries, officials, NIC team and participants for their support and contributions to the successful launch.
